PAGE\*MERGEFORMATII摘要汕头市澄海区被称为“中国玩具礼品之都”，玩具产业是澄海区最有活力且最具特色的支柱性产业，经过多年稳扎稳打，已发展成为我国最大的玩具生产基地，在国内外享有盛名。一年一届的“中国澄海国际玩具礼品博览会”至今已成功举办21届，因其国际性、专业性和商业性而成为中国内地三大玩具专业展会之一。经济全球化与我国改革开放的不断加深给予了澄海玩具产业发展起来的机会，同时也不断促进其发展壮大。在政府大力支持、侨乡倾情相助，企业团结奋斗的共同作用下，澄海玩具产业发展蒸蒸日上，生产规模不断扩大，形成了集设计研发、原材料供应、生产制造、产品销售、货物运输及销售服务等为一体的集群产业园区，产业集群效应明显。但其发展过程也并不都是顺利的，也存在着问题与不足制约着澄海玩具产业的发展。本文通过结合目前澄海玩具产业的发展状况，分析了其正面临的生产成本上升、技术性贸易壁垒提高以及政府打击力度不足与人们知识产权保护意识淡薄等问题，最后提出加大监管力度、改进生产技术、规避技术壁垒和加强知识产权保护意识等方面的建议。关键词：澄海玩具支柱性产业产业集群技术性贸易壁垒ABSTRACTChenghaiDistrictofShantouCityisknownas"thecityoftoysandgiftsinChina".ThetoyindustryisthemostdynamicandcharacteristicpillarindustryinChenghaiDistrict.Afteryearsofsteadydevelopment,ithasdevelopedintothelargesttoyproductionbaseinChinaandenjoysagoodreputationathomeandabroad.Theannual"ChinaChenghaiInternationalToy&GiftFair"hasbeensuccessfullyheldfor21times.IthasbecomeoneofthethreemajorprofessionaltoyfairsinmainlandChinaduetoitsinternational,professionalandcommercialnature.EconomicglobalizationandthedeepeningofChina'sreformandopeningupgiveChenghaitoyindustrytheopportunitytodevelop,butalsocontinuetopromoteitsdevelopmentandgrowth.Withthestrongsupportofthegovernment,thesupportofthehometownofoverseasChineseandthejointeffortsoftheenterprises,thetoyindustryinChenghaiisdevelopingrapidlyandtheproductionscaleisexpandingcontinuously,formingaclusterindustrialparkintegratingdesignanddevelopment,rawmaterialsupply,productionandmanufacturing,productsales,goodstransportationandsalesservices,withobviousindustrialclustereffect.However,thedevelopmentprocessisnotallsmooth,therearealsoproblemsandshortcomingsrestrictingthedevelopmentofChenghaitoyindustry.BasedonthecurrentdevelopmentofChenghaitoyindustry,thispaperanalyzestheproblemsitisfacing,suchasrisingproductioncosts,increasingtechnicalbarrierstotrade,insufficientgovernmentcrackdownandweakawarenessofintellectualpropertyprotection.Finally,itputsforwardsuggestionsonstrengtheningsupervision,improvingproductiontechnology,avoidingtechnic
