摘要政治秩序理论是政治学的一大重要问题。在目睹很多后发国家出现政治动荡、美国等西方国家的政治制度出现结构性弊病、中国模式取得的巨大成就后，福山的研究重心逐渐转向了政治秩序问题。福山的现实关怀和对前人的传承使得他形成了自己的政治秩序思想。国内虽有很多学者展开对福山政治秩序思想的研究，但很少有学者对福山的政治秩序理论展开全面、系统地研究。因此，本文试图通过对福山政治秩序理论展开系统研究，以完善国内对西方政治秩序理论的研究。福山的政治秩序理论是这样一种逻辑：三大要件是福山政治秩序理论的表层，三大要件的动态平衡是福山理论的核心要义，政治秩序难以避免政治衰败，这是政治秩序理论的一大补充。这是一种由表及里的理论。本文从福山政治秩序理论的形成背景、福山政治秩序理论的要件、福山政治秩序理论的核心要义、政治秩序到政治衰败几大方面入手，运用文献研究法、定性研究法和比较研究法展开研究，最后得出几大结论：福山的政治秩序理论看起来是要件问题，但其核心要义在于基于国家与社会有效互动基础上的动态平衡；福山的“平衡”在实行起来具有很大困难；福山的政治秩序理论既存在理论贡献又存在理论缺陷；福山的理论有所修正，但未在根本上突破“历史终结论”。关键词：政治秩序；构成要件；动态平衡；政治衰败AbstractThetheoryofpoliticalorderisanimportantissueinpoliticalscience.Afterwitnessingmanypoliticalupheavalsinthelattercountries,structuralmaladiesinthepoliticalsystemoftheUnitedStatesandotherwesterncountries,andthegreatachievementsmadebytheChinesemodel,Fukuyama'sfocushasgraduallyshiftedtotheissueofpoliticalorder.Fukuyama'srealisticsolicitudeandhispredecessor'sinheritanceledhimtoformhisownpoliticalorderthought.AlthoughmanyscholarsinChinahavecarriedoutstudiesonFukuyama'spoliticalorder,fewscholarshaveconductedacomprehensiveandsystematicstudyofFukuyama'spoliticalordertheory.Therefore,thispaperattemptstoconductasystematicstudyofFukuyama'spoliticalordertheorysoastoimprovethedomesticresearchonWesternpoliticalordertheory.Thepoliticalordertheoryoffukushanissuchalogic:thethreeimportantelementsarethesurfaceofthetheoryofFukuyama'spoliticalorder.ThedynamicbalanceofthethreeimportantelementsisthecoreofFukuyama'stheory,andthepoliticalorderisdifficulttoavoidpoliticaldecay,whichisamajorsupplementtothetheoryofpoliticalorder.Thisisakindoftheoryfromtheinsideandinside.ThisarticlestartswiththebackgroundofFukuyama'stheoryofpoliticalorder,theimportantelementsofFukuyama'spoliticalordertheory,thecoreessentialsofFukuyama'spoliticalordertheory,thepoliticalorderandthedecayofpolitics,andusestheliteratureresearchmethod,thequalitativeresearchmethodandthecomparativestudymethodtocarryouttheresearch.Finally,severalmajorconclusionsaredrawn:thepoliticalorderofFukuyama.Thetheoryse
