物业管理英语第六讲：PropertyManagementFunctions(Ⅰ)Havinglookedathowrequirementsformanagementvarybypropertytype,wewillnowexamineamanager’sday-to-daydutiesinmoredetail.Likemanyworkingpeople,apropertymanagerwakesupinthemorning,dressesforwork,eatsbreakfast,anddrivestoanoffice(eitheronoroffthemanagedpremises).Oncethere,whatdoesheorshedo?Wewillfirstlistallofthefunctionsandthencoverthemostimportantonesingreaterdetail.MAKINGAMANAGEMENTPLANAstheagentofthepropertyowner,thepropertymanagerisboundtocarryouttheowner’sobjectives.Makingexplicitthoseobjectivesisthefirststepincreatingamanagementplan.Aswehaveseen,propertiesunderpaidmanagementmaybeverysmall,ortheymaybemultimillion-dollarcomplexes.Amanagementplancanbeequallysimpleorelaborate,assuitsthescopeofmanagementandthemarketareaofaproperty.Regardlessonsize,itisimportanttomakeaplan(whichcouldrangefromahandwrittenhalfpageto50pagestypedandbound,dependingontheproject…).Hereweshouldnotethatamanagementplanforanysizepropertycontainsthreepoints:(1)ananalysisofthecompetitiveenvironment;(2)ananalysisofthepropertyitself,and(3)enumerationoftheowner’sobjectivesandrecommendationsforachievingthem.MAKINGABUDGETAmanagercollectsmoney,paysthebills,andsendswhatislefttotheowner-inmillionsorhundreds.Abudgetisessentialfortworeasons:(1)toregulatecashflow-thatis,tomakesuresufficientcashisonhandtomeetobligationsliketaxes,mortgagepayments,operatingexpenses,andspecialcapitalimprovements(e.g.,newroof)whenneeded;and(2)tomeasureperformance-toactasastandardformeasuringthemanager’ssuccessinmeetingobjectives.PAYINGEXPENSES;KEEPINGBOOKSANDRECORDSThepropertymanagermustseetoitthatoperatingexpenses,realestatetaxes,insurancepremiums,andmortgagepaymentsarepaidwhendue.Dependingonthearrangement,amanagermaybeauthorizedtosignchecksormayonlypreparealistofpaymentsfortheowner’sattention.Themanageralsokeepsrecordsofincomeandoutlaysandworkswiththeowner’saccountantinpreparingannualfinancialstatementsandtaxreturns.Themanagermayalsoberesponsibleforreportsrequiredbygovernmentauthorities.Use
