摘要社区公共卫生服务作为社区工作的重要环节之一，可以为居民提供日常地预防、治疗等服务，减轻患者的治疗费用，促进居民的身体健康。然而随着医疗卫生体制改革的不断推进，社区公共卫生服务取得了显著成果，人均财政卫生支出费用不断提高，但由于居民生活质量的提高和生活方式的转变，居民对社区公共卫生服务的需求不断提高，因而一些深层次的问题也随之逐渐暴露出来，例如，社区公共卫生资金短缺，基础设施不完善，医患纠纷事件频发，双向转诊机制失效，多头管理现象严重，信息系统不健全和社区公共卫生服务人员的医疗技术水平较差等等。本文通过采用文献分析法、数据分析法和比较分析法等方法，针对河北省社区公共卫生服务现状、所面临的问题进行展开，学习和借鉴国外社区卫生服务的发展经验，并结合河北省的实际情况，从增加财政支出、扩宽筹资渠道、引入市场机制、完善法律法规、健全员工培训管理、建立绩效评价制度、加强卫生宣传等角度出发，提出了解决社区公共卫生服务问题的对策。关键词：河北省；社区；公共卫生服务AbstractCommunitypublichealthserviceasoneoftheimportantlinkofcommunitywork,canprovideresidentswithdailytoprevention,treatment,andotherservices,reducethecostsoftreatingpatients,promotetheresidentshealth.However,withtheadvancementofmedicalandhealthsystemreform,thecommunitypublichealthservicehasmaderemarkableachievements,thepercapitafiscalexpenditureonhealthcostscontinuetoimprove,butasaresultofresidents'lifequalityimproveandchangethewayoflife,peopledemandforcommunitypublichealthserviceisgraduallyincreased,andsomedeep-seatedproblemsexposedcontinually,forexample,communitypublichealthfundshortage,imperfectinfrastructure,communitypublichealthservicepolicylawsandregulationsisnotsound,doctor-patientdisputeshappenedfrequently,two-wayreferralmechanismfailure,multiplemanagementisserious,Theinformationsystemisnotperfectandthemedicaltechnologylevelofcommunitypublichealthservicepersonnelispoorandsoon.Inthispaper,byadoptingmethodssuchasliteratureanalysis,dataanalysisandcomparativeanalysis,inviewofthecurrentsituationofcommunitypublichealthserviceinHebeiprovince,facingproblems,studyanddrawlessonsfromforeignexperienceinthedevelopmentofcommunityhealthservice,andcombinedwiththeactualsituationofHebeiprovince,fromtheincreasedfiscalspending,broadenfinancingchannel,introducingmarketmechanism,perfectthelawsandregulations,improvethestafftrainingmanagement,establishtheperformanceevaluationsystem,andstrengtheninghealthpropagandaperspective,putsforwardthecountermeasurestosolvetheproblemofcommunitypublichealthservice.Keywords:Hebeiprovince;community;publichealthservice;目录摘要
